EmuTools
In the words of the creater of EmuTools, the program can "compare, list, verify, fix, and disassemble" rom files. There are programs that do what EmuTools does better, but EmuTools throws it all together in a single set of programs. Read the documentation for more information.

HEx
HEx is a program for the TI-85 calculator. It is a creation of my own. Yea! You can convert from binary to hex, and also determine the hex value for an 8x8 sprite such as those used in NES roms. Only problem being you can only do one row at a time. I'm sure there are bugs, and the code is anything but optimal. I wrote this program in about an hour.

Hexposure
Hexpose is a simple hex editor. What separates it from most hex editors is that you can create table files that will assign any symbol you choose to a hex value. Instead of viewing hex and ascii, you see hex and the words from the game. It's a nice utility.

Naga Sprite Editor
Naga is a sprite editor for Snes and Nes game roms. Naga can do 1st, 2nd and 4th bitplane editing on both Nes and Snes roms. I like using Naga for sprite editing, even with all the other sprite editors available, I find Naga to be the best.

ROMedit
Romedit is a hex editor. But what separates it from other hex editors is that it uses 8x8 tiles to display the file, and these tiles can be manipulated through special .tbl files. This makes hacking games such as Final Fantasy an easier chore.
